Proper grooming is a must. Its part of one’s personal hygiene in my opinion. A man’s effort in looking good and feeling good is useless if one has a bad hygiene.
You are mistaking cleanliness with grooming, Ace. There is a difference. I think you said you were Filipino. Having grown up in SEA, I can see why you are confused.
One can look sloppy and dirty (by your opinion) and yet be clean (hygienic by your definition). Another can look clean cut and sharp, but yet be unclean (unhygienic by your definition).
Make no mistake, I think Gabe showers and cleans himself everyday. It is an American thing to do so.
Do not confuse his lackadaisical attitude towards his appearance for lack of hygiene.

What did they use to trim the beard down?
My best guess would be a beard trimmer, but you could also use hair clippers with a short attachment.
